Your local bus services

All bus services within Blackburn with Darwen are operated by independent bus companies on a purely commercial basis. Some of these companies are locally based whilst others may operate from outside of the borough. As commercial services, they receive no financial support from the authority and as such, the authority has no power over routes, fares or timetables.

If you have a query or complaint regarding a commercial service, you should contact the relevant bus operator.

Supported bus services

Blackburn with Darwen has very few subsidised bus services. Similarly surrounding authorities have also reduced the number of subsidised services that they offer. If you have a complaint about one of these services, or are not sure which authority subsidises a particular route, contact us and we can point you in the right direction.

Under the Transport Act (2000), bus companies are free to register a service, decide the route, timetable and fares. They can change or cancel any of these as they require providing they offer a minimum 56 days' notice to the office of the Traffic Commissioner.  They do not need to consult with passengers or the local authority.

Local authorities only have control over services that they contract or subsidise.

Coach stop & parking

The coach stop for Blackburn town centre is on Ainsworth Street next to the bus station.

There is a free parking area on Penny Street for coaches.

All bus stops and shelters in the borough are now owned and managed by Blackburn with Darwen Borough Council.

To consider a location for a new bus stop or shelter, the Council needs to be sure there is sufficient demand and that it will be used, based on passenger numbers or passing services. It needs to consider if a bus stop/shelter will suit the location, and that the positioning will not affect accessibility guidelines, sight lines and will be subject to available funding. For bus shelters, there will also need to be a consultation process carried out with local residents, businesses and councillors to seek their opinions. Consultees can offer their objections or propose another location they think might be suitable.

Timetable information

Blackburn with Darwen Borough Council provide all the roadside information at bus stops based on data supplied by bus companies. Information is updated as and when operators make changes to their services. These will be updated within three days either side of the actual change date. Timetables also available for download below.


Timetable leaflets

Some bus companies print and provide their own timetable leaflets for their own services. For those that don’t, we provide a small number of leaflets which are available from a number of outlets including Blackburn Bus Station, Visitor Centre, Darwen Town Hall, Blackburn and Darwen Libraries and Royal Blackburn Hospital.​​​​​​​

We understand the worry and stress caused when people lose a bus service, be it a link to the shops, the hospital or to see friends.
