HMO Management Regulations

The Management Regulations will apply to all Houses in Multiple Occupation (HMOs) in the private rented sector, even if they are too small to require a licence.

This means that any property with facilities shared by more than two households (people not in the same family) must comply with these regulations.

They require the manager to:

  • provide occupiers with contact information;
  • maintain all fire safety measures;
  • protect occupiers from injury;
  • maintain water supply and drainage systems ;
  • maintain gas and electricity supplies;
  • maintain common parts and installations;
  • ensure properties are clean and fit at the time of letting and maintained;
  • provide waste disposal facilities.

Tenants in HMOs are specifically required to cooperate in the management of the property, avoid nuisance and annoyance to neighbours and other occupiers and comply with reasonable instructions regarding means of escape and other fire precautions.
