Blackburn with Darwen has embarked on an agenda for growth which includes developing new house types to meet local aspirations which will improve opportunities and quality of life for residents. 

To support this agenda the Council will be offering a number of freehold housing development opportunities via tender over the next few Months.

One of the early opportunities will be the Roe Lee site in the north of Blackburn.

Blackburn has recently seen extensive Private and Public sector investment,  new developments such as Cathedral Square and is well connected to adjacent areas:

  • The market towns of Whalley and Clitheroe 10 – 15 minutes away, The Trough of Bowland a place of immense beauty just a 25 minutes’ drive away
  • Direct railway links every half hour to Manchester and Preston from Blackburn Railway station
  • £66M expansion of ‘The Mall’ shopping centre hosting prime retailers such as Next, Debenhams, Primark and a new Market Hall with 127 independent food and non-food stalls.
  • Great motorway networks to the M6 and M65, nearby services and well performing schools St Gabriel’s and Holy Schools RCP ‘Outstanding’.

Tower View, Darwen - Now available

The Tower View Site at Darwen currently houses a decommissioned Adults Training centre which has been closed for a number of years. The building is intended to be demolished to provide an opportunity for redevelopment for a small housing scheme.

Queen’s Park Sites, Blackburn

The Queens Park development opportunity comprises of 3 land parcels of around 3.1 hectares in total. The sites are adjacent to the Queens Park which is an historic Victorian listed park offering valuable recreational and play facilities.

The M65 motorway is close to the site with direct links to the M6, M61 and M66 motorways.

The Queens Park sites are in Blackburn with Darwen Borough Council ownership and have development capacity for around 80 new homes across the 3 sites

Roe Lee, Blackburn - Under Offer

The site of around 9.05 hectares is located in a highly desirable residential area in the north of the Borough. The site has development opportunity for around 150 new large family homes in an attractive environment with excellent access to Blackburn Town Centre.

The pleasant surroundings of the Ribble Valley are within easy reach, as are the motorway network, local services and high performing schools. The market town of Whalley is a 15 minute drive; and Clitheroe is less than 10 miles away.

The site fronts onto Ramsgreave Drive which links to J6 of the M65 motorway to the east and J31 of the M6 to the west.

Alaska Street Site, Blackburn - Under offer

This site of around 1.7 hectares is located in a popular housing area close to the town centre.  The site is easily accessible by all forms of transport and the local train station is approximately a 10-15 minute walk from the site. The A6077 (Haslingden Road) is a primary road corridor, which leads to Blackburn Town Centre and its public transport interchange.

The site also has good access to J5 and J6 of the M65 motorway.

Significant investment over the years has helped transform the immediate area, which has benefitted from two major developments by David Wilson Homes and Places for People.

The Alaska St site is in Blackburn with Darwen Borough Council ownership and has development capacity for around 75 new homes.

Feniscliffe Bank, Blackburn

The site contains a former older person’s home which closed in 2014 which will ultimately be demolished. The Feniscliffe area lies adjacent to Witton Country Park and overlooks land designated as Green Belt.

The site is in Blackburn with Darwen Borough Council ownership.
