Selective licensing

The Council manages the selective licensing scheme in the  Infirmary area (Infirmary selective licensing area). A new selective licensing area was designated for the Darwen Area on 16th February 2017 and came into force on 16th May 2017. The map showing the area and other details are available below.

On submission of a complete application, the council will issue a licence, inspect the property and liaise with the licence holder if made aware of anti-social behaviour that involves the tenants.

The Council may either prosecute or issue a civil penalty  to licence holders who fail to meet any condition of the licence or to any person who lets a property and fails to have a licence where they are not exempt.

Civil penalties are up to £30,000. Current fines on prosecution are a maximum of £5,000 for a breach of a licence condition or an unlimited fine (previously £20,000) for failure to have a licence. In addition the local authority may apply for a 12 month rent repayment order and a banning order preventing you from letting housing in England.
