Special educational needs - support, advice and the local offer

Service information

Education, social care and health services are working together to continually improve support for children and young people with special educational needs and disabilities (SEND).

Changes have been made to the way the Council, NHS and other services support people aged 0-25 with special educational, health and social care needs. This is in response to the Children and Families Act 2014 that came into effect in September 2014. This includes producing a single plan for their education, health and care needs. In addition information about services for young people with SEND and their families is now available in one place on the Council’s local offer.

If you have  queries or concerns about your, or your child’s edcuation, or education establishment(s) you are considering, the first thing you should do is view the establishment’s individual entry on Blackburn with Darwen’s Local Offer website

The site provides lots of information on the support available to children and young people with SEND and education options, how you can get involved and who to contact at the school if you have any further questions.  

Independent guidance and support is also available for families and young people in relation to SEND from Blackburn with Darwen’s Special Educational Needs and Disability Information Advice and Support Service (SENDIASS)

The Council also provides advice and support on all matters relating to the special educational needs of individual children and young people who are at SEN Support or who have an IPRA, statement of special educational needs or an EHC Plan to:

  • parents/carers,
  • nurseries, maintained mainstream and special schools and academies,
  • other council departments,
  • other professionals,

Access to the service is from 8.35am-5.00pm.
