Street trading

Service information

To operate as a street trader within Blackburn with Darwen you will need consent from the Council.

You must be over the age of 17 years to apply.

The site and vehicle or stall must be approved by us before any trading can take place.

Application process

  1. First locate a suitable site within the borough to trade from. Please contact us for more information about suitable sites.
  2. Once a site has been found download and complete an application form and submit it us accompanied by a map detailing the exact location.
  3. We will then review your application and make a decision on i's approval.
  4. If and when your chosen site has approval the following documents must be provided in order for your application to progress:
    • Basic food hygiene certificate or the ability to demonstrate knowledge and understanding to level 2 of basic food hygiene or equivalent
    • 2 passport size photos
    • Food registration form
    • Public liability insurance for no less than £5 million
    • Gas safe issued gas safety certificate
    • NICEIC Electrical certificate
    • Fee
  5. An inspection of the stall or vehicle will be carried out by an authorised officer to ensure it meets the requirements laid down in the council's code of practice.
  6. If all requirements are met and the inspection is passed the consent will be granted.
  7. If all requirements are not met and the inspection is failed you may withdraw your application and be refunded the fee less £50 administration costs or rectiiy the issues and a further inspection will be arranged. There is no right of appeal for a refused application for Street trading consent.
