Overview: JSNA is not just about data; it is about changing the lives of residents. That is why JSNA needs to be an ongoing process, which leads to changes in the services which the Council, PCT and its partners provide and commission.

These pages set out the actions which the agencies have committed themselves to for the coming year and future years, and the process for identifying future priorities.


LAA priorities: A new ‘Local Area Agreement’ (LAA) was agreed in May 2008 by all the agencies which form the Local Strategic Partnership (LSP) in Blackburn with Darwen. As set out in the ‘issues’ web-pages, the LAA sets robust and measurable targets for improving the lives of local people over the next three years.

Council and PCT actions: The Council and PCT address the needs and issues identified in the ‘issues’ section of the JSNA site by ensuring that their funding and resources are targeted in the best ways to meet the needs of the residents.

 

How JSNA will lead to future changes: The JSNA stock-take process in autumn 2008 assessed the key findings from the range of JSNA activities undertaken (e.g. IPC project re older people; mental health needs assessment). The findings of the stock-take are captured in the JSNA/PHAR report which was formally presented for approval to both the Council and NHS Blackburn boards, to ensure that the lessons learned from the JSNA process lead to changes in patterns of commissioning and service provision to meet the changing needs of people in the borough when the agencies set their budget priorities for 2009/10 and beyond.

The findings from the JSNA autumn stock-take were also reported to the LSP, to ensure that partner agencies can take the findings into account in their planning, and to inform the annual review and ‘refresh’ of the Local Area Agreement (LAA). 

JSNA is an ongoing process and in line with our annual cycle November and December 2008 was spent identifying our priorities for JSNA focus in 2009 and 2010. We have been in contact with commissioners, planners and executive and non-executive leaders across all local partner agencies, seeking their views on:

a) Areas of need already well covered through JSNA or other processes, thus not currently a priority for needs assessment.

b) Areas of need which they see as a priority for assessment or analysis during 2009/10.

c) Any needs assessment exercises already planned for 2009/10, for example, those linked to national and regional requirements or recommendations
by regulators, etc.

Areas of need already being considered for JSNA analysis in 2009/10 include:

• Sexual health
• Alcohol treatment
• Older people’s housing
• Lesbian, Gay, Bisexual and Transgender (LGBT) people
• Autistic Spectrum Disorder (ASD)
• Young carers
• Further aspects of children and young people’s needs
• Further aspects of BME health needs

This list will be updated through feedback and negotiation with commissioners and our partners, as they review their priorities linked to the ten outcomes of the World Class Commissioning framework, the joint commissioning processes and other mechanisms JSNA activity for 2009 and 2010. Work will be prioritised and costed during 2009, and the work programme will be publicised through the JSNA website.
