People

 

This part of the JSNA site is where we capture the views of local people on their needs in relation to health and wellbeing. This is sometimes known as ‘soft’ or ‘quantitative’ data. Local people let us have their views through a wide range of mechanisms: formal consultations, special engagement exercises, complaints. We need to have this ‘soft’ information, as well as the ‘hard’ data, if we are to ensure that our future plans will really meet local aspirations.


Health and well-being: The PCT and Council jointly undertook a campaign in summer 2007 to raise awareness of lifestyle issues affecting local people in Blackburn with Darwen. To see the results of that exercise, click here.  The views which people fed into influenced the health and well-being strategy included in the ‘issues’ section of the website.


Older people: The future needs of older people were identified at an early stage as a high priority for our local JSNA.
Local people have fed their views back to us in a number of ways. Firstly through the engagement exercise, involving both voluntary and statutory agencies, which led to the Older People’s Strategy and secondly and more recently through a series of focus groups conducted by the Institute of Public Care (IPC), using their  ‘Anticipating future needs' model.


Mental health: A major Mental Health Needs Assessment is was undertaken, starting in May 2008.  A report containing the views expressed by local people, and the overall findings will be included here once finalised and agreed.


Other vulnerable people: A range of mechanisms exist to gather the views of vulnerable groups on their current and future needs. For example, the Learning Disabilities Partnership Board provides a forum at which people can make their voices heard and needs and views known.

With some groups of people getting their views can be challenging, e.g. people with dementia, because of their disability, or people with HIV, because of low numbers and issues of stigma. These are challenges we will be addressing through our future engagement processes.


Children and young people: The needs of children and young people in the Borough are regularly reviewed on a multi-agency basis, and are outlined in the Children and Young People Needs Assessment Executive Summary. Current priorities are set out in the Children and Young People Plan 2008-09. The development and delivery of a range of comprehensive parenting services are outlined in the Blackburn with Darwen Parenting Strategy.


Views of the wider public: The Council, PCT and voluntary sector partners have a range of ways in which they regularly seek the views of local people. All local citizens will at some stage have needs relating to health and wellbeing, and we all face the challenges of frailty as we get older.
