Refuse collection service charter

The Council is responsible for the collection and disposal of household refuse. This is a vital service that makes the borough a healthy, safe and clean place to live.

We will:

  • Collect your refuse/recyclables on the same day each week or fortnight (with exception of Christmas day and new years day)
  • Advertise well in advance any changes to the collection service in the local press.
  • Give you a date for collection of bulky household waste within 7 days of request being made at any customer service centre.
  • Provide facilities for recycling waste.

You can help us by:

  • Minimising and recycling as much of your ‘waste’ as possible
  • Putting the refuse bin out to the edge of your property for emptying and collecting it after emptying. Special arrangements can be made if you are unable to do this.
  • Making sure refuse sacks are tied.
  • Making sure your bulky  household waste is easy accessible on, on the day we have arranged to collect it.
  • Returning your bin(s) to your property as soon as possible after collection

Improving our environment - Council and Citizens Charters

Citizens of Blackburn and Darwen asked the Council to make the borough a more pleasant and safe place to live by tackling environmental problems and related anti-social behaviour.

The environment section coordinates services dedicated to improving and maintaining environmental quality, as well as providing education within the community and taking tough action on those who commit environmental crimes.

We need your help to maintain improved environmental conditions by behaving in an environmentally responsible way and encouraging friends and family to do the same.
