This is Blackburn with Darwen’s second major strategic plan for children and young people and covers the period 2009 to 2013. In it we reiterate our commitment to ensuring that every child and young person is well equipped to achieve the five outcomes of the Every Child Matters agenda. This plan will be distributed across the borough to communities, schools, libraries and all agencies belonging to the Children and Young People’s Trust.
During the period of the last Children and Young People’s Plan, 2006-09, a great deal of work has been undertaken by all partners in the Children and Young People’s Trust and its predecessor the Children and Young People’s Strategic Partnership. The 2008 Joint Area Review (JAR) assessed the services being delivered to children and young people by all partners as ‘good’ overall. In all areas of the JAR inspection, examples of outstanding and exemplary practice were highlighted by Ofsted; providing us with the assurance that the work undertaken to improve outcomes is making a difference to children and young people’s lives. This provides the motivation to continue the dedicated work of implementing our plans.
In producing this plan we have been involved in many consultation events to identify the priorities that are important to our borough’s children, young people, families and partner agencies. These priorities along with areas of improvement identified by the JAR inspectors give rise to our present challenges. We commend the goals that these challenges represent, and invite all readers of this document to join in the endeavour that will lead to our goals being achieved.
This plan is the product of the knowledge and vision of all our partners who are working in Blackburn with Darwen, together with the positive contributions of children, young people, families and communities we serve.
