We all, as members of families, communities and society responsibilities to ensure that children and young people are safe.
The lead responsibility for ensuring that children and young people are safe rests with Children's Services, who should seek to do this with partner agencies (Health, Police, Probation, and Voluntary Agencies).
Each council is required to establish a Local Safeguarding Children Board with representatives from partner agencies as members. Part of their responsibility is to ensure that there are up to date, workable child protection procedures in line with national guidance. Blackburn with Darwen's procedures are updated annually.
