  • if not visit our planning database to find the application number. You will then need to return to the above page to view the plans.

Comment on planning applications

If you wish to make comments on a specific planning application you can either:

  • forward them by letter to the case officer within 21 days of the individual letter you receive, or the notice.
  • email your comments to planning@blackburn.gov.uk
  • comment online - go to the planning explorer, find the application and submit your comments.
  • If you have forwarded any comments to the case officer and an amended plan is received, you will receive a further notification letter inviting you to send any additional comments within 14 days of the date of this letter.

Please quote the application number in your reply and address your letter to the Strategic Director of Regeneration and Environment, Town Hall, Blackburn. BB1 7DY.

Please note that under the terms of the Local Government (Access to Information) Act, 1985, any comments you make can be examined by any member of the public.

Guidance for appearing and speaking at the planning and highways committee

Any person who writes in with regards to a specific planning application will be invited to attend, and if you so wish speak at the committee.   Your written comments will be taken into consideration regardless of whether you choose to speak.

Should you wish to speak, you are advised to contact the case officer or the committee clerk and submit a single sided written summary of what you intend to say not later than one day prior to the meeting.  A proforma for the summary will be attached to the invitation letter.

The committee meeting commences at 6.30pm in the Old Town Hall, Blackburn.   The chairman will outline to those persons wishing to speak how he/she intends to conduct the meeting at 6.15pm, and it will be necessary for you to attend by then.
