  • Adopted streets and roads

    An adopted street is a street that is maintainable at public expense and is the responsibility of the local highway authority in Blackburn this is Blackburn with Darwen Council


  • Blocked road gullies

    Road gullies are used to divert surface water from the footway and carriageway to avoid flooding or localised ponding


  • Highway design

    We are responsible for highway and infrastructure design schemes, including feasibility studies for highways, cycleways and town centres. We design highways and road safety schemes, undertake traffic signal design / modelling and supervise highways maintenance and improvement schemes.


  • Overhanging trees

    The highway management section is responsible for trees that overhang the highway and trees on the highway; the highways section is not responsible for trees on private land.


  • Pavement obstructions

    It is an offence to place goods or signs which cause obstruction or include commercial advertising, within the highway.


  • Road closures

    A legal order is needed to allow a road to be closed and this ensures appropriate notice is given to those affected by the closure.


  • Road repairs

    The main purpose of highway maintenance is to maintain the road network for the safe and convenient movement of people and goods using a variety of transport modes.


  • Roadworks bulletin

    This page contains the known roadworks that are likely to cause disruption to a significant number of highway users. This is not a comprehensive list of all roadworks that may be happening at any one time within the Borough.


  • Scaffold

    The highway section is responsible for licensing and enforcing all scaffold placed on the highway.


  • Spillages

    The environment department is responsible for cleaning up spillages on the road.


  • Winter maintenance

    Blackburn with Darwen Borough Council aims to keep the most important roads and footways within the district safe and as free as possible from ice and snow.
