Blackburn with Darwen Borough Council boasts one of the best street care and cleaning services in the country with a wide range of machinery and personnel suitable for any job from industrial estates and units to car parks and private roadways. If there are any incidents of fly tipping, we will do our best to prosecute the people responsible in order to keep our streets and high ways clear of waste with out too much expense to the taxpayer. The council also cleans and maintains two public conveniences within the Blackburn with Darwen borough one on Parliament Street in Darwen and the other on Market Street in Blackburn.
 
We are also dedicated to eliminate dog fouling that is being produced in public parks by the introduction of dog bins in the summer of 2004, with the assistance of the dog wardens that can ensure that the animals owner removes the faeces immediately

The council also cleans and maintains over 28,000 gullies (or drains) in the Borough. All gullies (in adopted front or back streets or footways) are emptied at least once a year. For enquires or to report a problem with a gully (e.g. blockages) contact the cleansing helpline.

The council has to measure the cleanliness levels of street in the borough for litter, graffiti, dog fouling, fly posting etc. 

In 2007/08 the % of streets which fell below an acceptable level was 10%.


  • Smoking Campaign

    Three-quarters of English streets are scattered with smoking related litter according to a recent survey by EnCams (Keep Britain Tidy) and the problem is set to get worse.


  • Street scene service charter

    The Council is responsible for the collection and disposal of household refuse. This is a vital service that makes the borough a healthy, safe and clean place to live.


  • Litter and fly-tipping

    The offence of “leaving litter” (section 87 of the environmental protection act 1990) states that if a person drops, throws, deposits or leaves anything so as to cause defacement in a public place, they could be committing a littering offence.

    Graffiti is any drawing, marking or word which has been scribbled, scratched or sprayed onto any area where it is unwanted...


  • Gully emptying and cleaning

    The council cleans all the gullies on the adopted highway within the borough on an annual cycle. We are also responsible for clearing any blocked gullies causing flooding and will do so within 2 to 24 hours - depending on the severity of flooding.


  • Public conveniences

    The council is responsible for the cleansing and maintenance of the two public conveniences within the borough. One in Darwen, situated in Parliament Street near to the entrance to the markets and town hall the other is in Blackburn, situated on Market Way between the 3-day and the 5-day markets.
