Our telephone line is an automated service only and provides information about our parking service and access to our automated payment line, where you can pay penalty charge notices.

If you park incorrectly you may be issued with a penalty charge notice (fine).

If you receive a penalty charge notice it will cost £50 or £70 dependant upon the contravention, with a discount of 50% applicable if paid within 14 days.

Do not ignore the penalty charge notice. If you do not either pay promptly or challenge the notice you may have to pay more.

Cheques or postal orders should be made payable to Blackburn with Darwen Borough Council and include the Penalty Charge Notice (DB********) number and your address on the reverse.  

Please do not send cash.

Please note that we no longer accept cash or cheque payments in Blackburn or Darwen Town Hall.

At Allpay outlets

You can pay your Penalty Charge Notice by cash only at any outlet displaying the Pay Point logo. To make payment you will need your Penalty Charge Notice that displays a barcode.

How do I appeal?

If you receive a penalty charge notice you can appeal to the Council, who will assess your challenge/representation and respond promptly. Your appeal can be submitted in the following formats:

Please note that we will need the following information within your appeal to progress it in a timely manner:

  • Your full name:
  • Your full postal address:
  • Your post code:
  • penalty charge notice number
  • vehicle registration number
  • detailed reason and supporting evidence (i.e. valid parking ticket) for your appeal

Failure to provide all of the above information may result a delayed response to your appeal. ​​​​​​​

Response times for appeals

Informal challenges (parking enforcement only)

Appeals that are made within 14 days of receipt of a PCN are classed as informal challenges. Whilst the appeal is being reviewed, we will put your case on hold and will respond within 15 working days.

Formal representation and bus lane enforcement

Appeals that are made after the 14 day discounted period are classed as formal representations. Whilst the appeal is being reviewed, we will put your case on hold and will respond within 56 days. We will also respond to bus lane enforcement notices (with a reference LY********) within 56 days and cases are put on hold until the appeal has been reviewed.
