Emergency support and local community care grants

No cash payments will be made under any circumstances.

As part of the wider welfare reforms, the Government has abolished Crisis loans and Community care grants and asked local authorities to set up replacement schemes.

In Blackburn with Darwen the replacement schemes will be called Emergency Support and Local Community Care Grants.

Emergency support

This scheme will seek to assist vulnerable people of the Borough or their family members in meeting their needs for food or financial support for heating and lighting.  

The delivery of the support will not be undertaken directly by Council Departments but through key partners in the voluntary sector, namely, Nightsafe, Thomas, The Food Bank and Jubilee Tower Credit Union.

Local community care grants

This scheme will assist the most vulnerable of the Borough in maintaining their independence within the community or when they are returning to the community.

The scheme will not provide assistance through the award of money but will purchase and deliver household items to successful applicants.

What we can provide

Items that will be considered under the local community care grants scheme are:

  • essential furniture
  • white goods
  • other essential household items
  • in exceptional circumstances rent deposits or rent in advance

No cash payments will be made under any circumstances.


  • Must have a local connection to Blackburn or Darwen;
  • Have demonstrated that they are without immediate resources to meet the; basic needs themselves;
  • The items required are both necessary and urgently required.
