Denise Park has been Chief Executive of Blackburn with Darwen Borough Council since May 2019.
She has almost 30 years’ local government experience, joining Blackburn with Darwen when it became a new unitary authority in April 1998. She has worked with services across the local authority leading on the budget strategy and a number of corporate transformation programmes and key partnerships. Whilst Deputy Chief Executive, she was responsible for all resources and place-based services, including regeneration, growth and environment.
Under Denise’s corporate leadership, the Council has developed a significant programme of initiatives to build prosperity and foster growth in Blackburn with Darwen. These include the Blackburn Growth Axis, the Darwen Town Investment Plan, Blackburn town centre major development site and new strategic employment and housing sites.
The growth programme will see 7,000 new homes built, 5,000 new jobs created and major improvements in housing, health and infrastructure as the borough recovers from the impacts of the COVID-19 pandemic.
Denise has chaired the Lancashire Local Resilience Forum (LRF) Covid coordinating group since April 2021 and is involved in the Lancashire & South Cumbria Integrated Care Partnership and the Pennine Lancashire place based partnership for health and care.
Denise is a Member of the Chartered Institute of Public Finance and Accountancy (CIPFA).
