Local outbreak management plan

The Local Outbreak Management Plan (LOMP) is a legal requirement for each local authority as it contains information and plans around breaking chains of transmission and preventing and containing outbreaks.

Although there is no longer a legal requirement for local authorities to prepare a LOMP, retaining an overarching plan is good practice and sets out Blackburn with Darwen’s local approach.

The LOMP has been updated in consultation with local partners and based on the Association of Directors of Public Health Guiding Principles.

The first Blackburn with Darwen LOMP was published in June 2020, and is regularly reviewed to ensure it reflects current guidance and resources and retains sufficient flexibility to enable the council to ‘step up’ our local response, if necessary.
