Essential Maintenance
The site is undergoing essential maintenance. Some online forms and website services may not be available. We apologise for any inconvenience.
Notify us of your change of address if you are a resident of a property, or notify us if your tenant has moved in or out if you are a landlord.
There are three online forms available to report a change of address. Please complete the online form which suits your circumstances:
Please note, if you are already registered with us you will need your existing Council Tax account reference number, to tell us about a change of address. This can be found on your latest bill or e-bill notification email.
Once you have told us the details, we will send you a bill showing what you owe for your new address, along with a bill for anything owed at your old address if it is within Blackburn with Darwen.
Your bill will tell you what your new instalments will be.
If you have moved within the area and you overpaid for your old address, we will usually use the credit to reduce what you owe at your new address.
If you have moved out of the area or you are not responsible for Council Tax at your new address, any over-payment will automatically be refunded if you have paid by Direct Debit, or a credit notice will be issued so that you can claim a refund.
If you are a landlord or a managing agent and you want to tell us that a tenant has moved in or moved out of a property, please complete the tenant has moved house form, under the landlord or agent section.
