Owners and Tenants
There are three online forms available to report a change of address. Please complete the online form which suits your circumstances.
If you are new to the area or this is your first home/time, you are responsible for paying Council Tax, please complete the I am moving into the borough form, under the change of address section.
If you are already registered with us and you are moving out of the area (or are no longer responsible for Council Tax at your new address e.g. moving in with parents), please complete the I am moving out of the borough form, under the change of address section.
If you are already registered with us and you are moving to another address within the area where you will be responsible for Council Tax, please complete the I am moving within the borough form, under the change of address section.
Please note, if you are already registered with us you will need your existing Council Tax account reference, to tell us about a change of address. This can be found on your latest bill or e-bill notification email.
If you have moved within the area and you overpaid for your old address, we will usually use the credit to reduce what you owe at your new address.
Once you have told us the details, we will send you a bill showing details of what you owe for your new address, along with a bill for anything owed at your old address if it is within Blackburn with Darwen.
Your bill will tell you what your new instalments will be.
If you have moved out of the area, any over-payment will automatically be refunded if you have paid by direct debit, debit card or credit card.
Landlords and managing agents
If you are a landlord or a managing agent and you want to tell us that a tenant has moved in or moved out of a property, please complete the tenant has moved house form, under the landlord or agent section.
Bought or sold an empty property
If you have either bought or sold an empty property, you will need to complete the online form.
