Dog owners who don’t pick up their dog’s mess are a constant cause of complaint by people who have to suffer the consequences of this unpleasant offending.
Blackburn with Darwen is covered by a public space protection order (PSPO), made under the Anti-Social behaviour, Crime and Policing Act 2014. This makes it an offence to fail to clean up after your dog. Regular enforcement patrols take place and dog owners who don’t comply can face a fixed penalty of £100, or a fine of up to £1000 if taken to Court.
The PSPO also requires dogs to be kept on leads in designated cemeteries, and prohibits dogs from designated children’s play areas.
