The Government recognised that a number of lessons could be learnt from these severe winters over the past decade and commissioned a review, which was published as the Transport Resilience Review in July 2014.
The Council considered this report and identified those roads within the borough that are vitally important to the economic and social needs of businesses and residents alike. The Council needs to plan for periods of prolonged winter rains and intense summer storms. These roads and the way they are maintained is described in the resilience strategy.
It is vital that sufficient resources are available throughout the winter period and other severe weather events to ensure that it is possible to provide an effective, efficient service. These requirements vary throughout the season particularly in periods of severe weather, but as a minimum the service should try to keep the resilient network clear at all times.
