Blackburn town centre strategic development site

The Blackburn town centre supplementary planning document (SPD) August 2018 has identified the former markets site as a key town centre investment area. The site, now a temporary car park, is primed for investment following delivery of key projects in the vicinity, which include:

£66 million redevelopment of the Mall shopping centre (2011)

More recently, an extra £3.5 million has been invested by the Mall, to open-up new frontages (for operators such as Pure Gym and Costa).

A new, award winning, £6 million bus station (opened 2015) including a high quality public realm, with a new pedestrian link to the east of the Mall, which could be extended to link with the former market site.

The site is being offered for sale through an informal tender process and all tender submissions will need to be received at Blackburn Town Hall by 12.00 noon on Monday 28th January 2019.

The development opportunity includes two parcels of land (See Appendix A): Parcel A (1.42 ha/ 3.51 acres) & Parcel B (0.10 ha/ 0.25 acres)

Both sites combined (excluding adopted roads) include around 1.52 hectares (3.76 acres) of development land which is located within the town centre retail core (the identified primary shopping area).

The tender information includes marketing particulars and detailed site surveys to assist bidders in assessing the site’s development potential.

Prospective purchasers should complete the appropriate appendices, and submit as per the instructions to be received no later than the deadline date and time.
