A personal licence authorises a specified person to supply alcohol or allow the supply of alcohol at a premise which has a valid premise licence. This includes pubs, off licences, restaurants and hotels.
We will grant a personal licence to any applicant who:
- is a resident of the Borough at the time of application
- is aged 18 or over
- is entitled to work in the United Kingdom
- has a prescribed licensing qualification
- has not forfeited a personal licence in the last 5 years
- has not been convicted of a relevant offence or required to pay an immigration penalty
The following will need to be provided with the application:
- completed application form submitted via Gov.uk
- payment of £37 for the application.
- passport
- basic DBS issued within a month of application
- licensing qualification
- 2 passport photographs 1 Endorsed
- counter-signatory must hold a professional qualification
- counter-signatory may not be a spouse or relative
- licensees may not certify photos
Current licence holders name and address change
It is a legal requirement that personal licence holders notify the local authority if they have had a name change or address change.
Email details of your name or address change to: Licensingteam@blackburn.gov.uk.
You will need to provide proof of your name change with this email and pay the fee of £10.50 to update your licence.
