Apply for a personal licence

A personal licence authorises a specified person to supply alcohol or allow the supply of alcohol at a premise which has a valid premise licence. This includes pubs, off licences, restaurants and hotels.

We will grant a personal licence to any applicant who:

  • is a resident of the Borough at the time of application
  • is aged 18 or over
  • is entitled to work in the United Kingdom
  • has a prescribed licensing qualification
  • has not forfeited a personal licence in the last 5 years
  • has not been convicted of a relevant offence or required to pay an immigration penalty

Apply for a personal licence

The following will need to be provided with the application:

  • completed application form submitted via Gov.uk
  • payment of £37 for the application.
  • passport
  • basic DBS issued within a month of application
  • licensing qualification
  • 2 passport photographs 1 Endorsed
    • counter-signatory must hold a professional qualification
    • counter-signatory may not be a spouse or relative
    • licensees may not certify photos

Current licence holders name and address change

It is a legal requirement that personal licence holders notify the local authority if they have had a name change or address change.

Email details of your name or address change to: Licensingteam@blackburn.gov.uk.

You will need to provide proof of your name change with this email and pay the fee of £10.50 to update your licence.
