A housing space standards policy for new dwellings and houses in multiple occupation (HMOs).

In 2012, we adopted a housing space standards policy for new dwellings and houses in multiple occupation (HMOs).

Article 4 Direction (HMO)

The Government give ‘permitted development rights’ to certain types of development to allow them to be done without requiring planning permission. However, in some cases, we can remove permitted development rights by introducing an Article 4 Direction. This means that you must apply for planning permission for that type of development.

In 2013, we introduced an Article 4 Direction to control the change of use from a family dwelling to a House of Multiple Occupation (HMO) in certain wards of the borough.

However, a recent review has shown that HMO numbers have grown significantly in the borough, despite the current Article 4 Direction. To help protect the quality and character (amenity) of the borough, in 2023, we have introduced a new Article 4 Direction. This will cover the whole urban area of the Borough, to help better manage the change of use from dwellings to HMOs.

The direction takes effect on 9 August 2023. It replaces the previous 2013 Direction.
