Local Plan 2021 to 2037

The vision and strategy for our borough

The Blackburn with Darwen Local Plan was adopted on the 25 January 2024. 

It now forms part of the statutory development plan for the borough of Blackburn with Darwen. 

It replaces the Core Strategy (2011) and Local Plan Part 2: Site Allocations and Development Management Policies (2015). 

The Local Plan sets out our vision and strategy for the area until 2037, identifying locations for housing, mixed use and employment land as well as the infrastructure required to support this growth. 

The policies in the development plan provide the basis for decisions on planning applications in the borough.
