The Development Plan for Blackburn with Darwen Borough Council comprises the adopted Local Plan for the borough and also the adopted Joint Lancashire Minerals and Waste Local Plan (JLMWLP). The Lancashire County Council Joint Advisory Committee for Strategic Planning is responsible for producing and updating the JLMWLP.
The current adopted JLMWLP comprises a Core Strategy (adopted 2009) and a Site Allocations and Development Management Policies (adopted 2013). The JLMWLP is now under review, full details of both the adopted plan and emerging new plan are available to view on the Lancashire County Council website.
