Overview
Planning Advice Notes (PANs) are aimed at assisting applicants of Blackburn With Darwen’s planning services. They are also to be used by planning officers in assessing planning applications.
PANs have no formal standing as supplementary planning documents as they have not been through the same level of public consultation in their preparation.
