Your local bus services

All bus services within Blackburn with Darwen are operated by independent bus companies on a purely commercial basis. Some of these companies are locally based whilst others may operate from outside of the borough.

As commercial services, they receive no financial support from the authority and as such, the authority has no power over routes, fares or timetables.

Supported bus services

Blackburn with Darwen has very few subsidised bus services.

Under the Transport Act (2000), bus companies are free to register a service, decide the route, timetable and fares. They can change or cancel any of these as they require providing they offer a minimum 56 days' notice to the office of the Traffic Commissioner. They do not need to consult with passengers or the local authority.

Local authorities only have control over services that they contract or subsidise.
