Public rights of way registers

Under the Countryside and Rights of Way Act 2000, Blackburn with Darwen Borough Council has a duty to maintain 3 separate registers relating to public rights of way.

The registers can be viewed at First Floor, One Cathedral Square, Blackburn, BB1 1FB. Please contact us to make an appointment.

Section 31A register

Register of declarations made by landowners under section 31(6) of the Highways Act 1980 and the maps and statements deposited with these declarations.

Under section 31(6), a landowner may deposit a map and statement with the Council that highlights all the rights of way over there land, and therefore, informs the authority of their intention not to dedicate further rights of way over their land.

Section 53B register

Register of all applications to modify the Definitive Map and Statement under Section 53(5) of the Wildlife and Countryside Act 1981.
